the Charity Number is 252303.\u00a0<\/strong><\/span><\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE<\/strong> <\/span>that the DRCCT was established in 1967 and purchased the land known as the Sabatini Land with the aim of promoting the social, moral, and physical wellbeing of the people resident in the village of Datchet and the surrounding district.<\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE<\/strong><\/span> that the Sabatini Land is legally owned by the DRCCT, and that whatever is on the land belongs to the charity, including the village hall complex.\u00a0 This portfolio of assets is very valuable.<\/p>\n<p><span style=\"color: #ff0000;\"><strong>IT IS NOT TRUE<\/strong><\/span> that Datchet Parish Council (DPC) is the <strong>sole managing trustee<\/strong> of the Datchet Recreation Centre Charitable Trust (DRCCT).<\/p>\n<p><strong><a href=\"https:\/\/drcct.org\/\"><span style=\"color: #0000ff;\">Understanding Charitable Trusts: The Datchet Recreation Centre Situation<\/span><\/a><\/strong><\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE <\/strong><\/span>that any legitimate DRCCT meeting would have been held in Datchet Hall and in public &#8211; rather than in Windsor and in private on 14th April 2025.<\/p>\n<p><span style=\"color: #449932;\"><strong><span style=\"color: #449932;\">IT IS TRUE\u00a0<\/span><\/strong><span style=\"color: #000000;\"> that the DPC Clerk has accessed <span style=\"color: #000000;\">the Charity Commission website and <\/span>removed Trustee names.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE <\/strong><\/span>that the DPC Clerk is claiming to be the Interim Clerk on behalf of the DRCCT and refusing to reinstate the names of the legitimate Charity Trustees.<\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE\u00a0<\/strong><\/span> that Datchet Parish Council and individual Councillors have used the local press, the DPC web site and social media to undermine and rubbish the reputations of two experienced Charity Trustees.<\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE<\/strong><\/span> that Monica Davies (first elected to DPC in 2015) and Ewan Larcombe (first elected to DPC in 1986) are still the DRCCT Trustees.<\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE\u00a0<\/strong><\/span>that the most recent Datchet Parish Council election was held in 2015 &#8211; when there were 23 nominations for 15 vacancies.<\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE<\/strong><\/span> that there were insufficient nominations to hold an election in 2023.\u00a0 Initially ten nominations were followed by one resignation &#8211; and then six Councillors were co-opted.<\/p>\n<p><span style=\"color: #449932;\"><strong>IT IS TRUE <\/strong><\/span>that <span style=\"color: #ff0000;\"><strong>DPC does not hold GENERAL POWER OF COMPETENCE<\/strong><\/span> (GPC)\u00a0 i.e. confirming that the Council will not hold GPC, although the Clerk is now CiLCA qualified, <span style=\"color: #ff0000;\"><strong>the Council does not currently meet the eligibility criteria<\/strong><\/span> to adopt the General Power of Competence (GPC), as it <strong><span style=\"color: #ff0000;\">does not have the required number of elected Councillors.<\/span><\/strong>\u00a0 The legislation requires that two-thirds of the Council be elected members\u2014in this case, at least 10 Councillors. &#8211; Note that as a result all expenditure must have a specific power identified by the RFO.<\/p>\n<h3><strong>JUST ASK THE NINE INDIVIDUALS &#8211;<em><span style=\"color: #ff0000;\">&#8216;WHEN WERE YOU ELECTED TO DATCHET PARISH COUNCIL&#8217;<\/span><\/em><\/strong><\/h3>\n<p>The DPC public statement below identifies the names of the individual Datchet Parish Councillors involved in the failed takeover bid.\u00a0 <strong>Could this be a &#8216;conspiracy to defraud&#8217;?<\/strong><\/p>\n<hr \/>\n<p><strong>PUBLIC STATEMENT &#8211; RELEASED BY INTERIM DRCCT COMMITTEE AND DATCHET PARISH COUNCIL<\/strong><\/p>\n<p><strong>DATE 15.04.25<\/strong><\/p>\n<p><strong>Datchet Parish Council Takes Action to Ensure Proper Governance of the Datchet Recreation Centre Charitable Trust (DRCCT) and Safeguard Staff Welfare.<\/strong><\/p>\n<p>Datchet Parish Council (DPC), in its legal capacity as the <strong>sole managing trustee<\/strong> of the Datchet Recreation Centre Charitable Trust (DRCCT), has taken the necessary and considered decision to dissolve the current DRCCT Committee. This action has been taken with the paramount objective of ensuring the proper governance of the charity and, crucially, to safeguard the welfare of Datchet Parish Council staff.<\/p>\n<p>This difficult decision to dissolve the current DRCCT Committee has been necessitated by <strong>serious concerns regarding the behaviour of certain individuals<\/strong> within the former committee, which has had a detrimental impact on Datchet Parish Council staff. The DPC has a <strong>fundamental duty of care to its employees and is committed to ensuring a safe and respectful working environment<\/strong><strong>.<\/strong> An investigation by the DPC\u2019s staffing committee upheld a <strong>complaint of bullying and harassment against a member of the DRCCT Committee<\/strong> (Monica Davies) arising from their communications with a DPC staff member. Furthermore, there have been other instances of <strong>concerning behaviour towards DPC staff<\/strong> by two members of the DRCCT Committee (Monica Davies and Ewan Larcombe), creating an <strong>unacceptable and intimidating environment<\/strong><strong>. <\/strong><\/p>\n<p><strong><em>\u201c<\/em><\/strong><em>We have a fundamental duty of care to ensure a <\/em><em>safe and respectful working environment<\/em><em> for everyone, and we will take <\/em><em>firm action<\/em><em> to protect them from any form of <\/em><em>bullying or abusive behaviour<\/em><em>, regardless of its origin&#8221;<\/em> \u2013 David Buckley DPC Chairman.<\/p>\n<p>Given its legal responsibility as the sole managing trustee, Datchet Parish Council must take all necessary steps to protect its staff and ensure the effective governance of the DRCCT in accordance with its objectives. Consequently, the Council has had to dissolve the current DRCCT Committee.<\/p>\n<p>The DPC will now move swiftly to <strong>establish a new DRCCT Committee<\/strong> comprised of individuals committed to the charity\u2019s aims and able to work collaboratively and respectfully. This new committee will operate under the understanding that the <strong>Datchet Parish Council is the sole trustee<\/strong> and will maintain the <strong>independence and status of the DRCCT<\/strong> as a charity serving the community of Datchet.<\/p>\n<p>We expect that the outgoing members of the DRCCT Committee will act in the <strong>best interests of the charity, the community, and the village<\/strong> by ensuring a <strong>smooth and efficient handover of all relevant information, documentation<\/strong> and administration processes to the newly formed committee. This cooperation is vital to ensure a <strong>seamless transition and no disruption to the running of the Village Hall and other buildings within the complex<\/strong>, which provide important services and facilities for the residents of Datchet.<\/p>\n<p><strong>Background<\/strong><\/p>\n<p>The Datchet Recreation Centre Charitable Trust was established in 1967 and it purchased the land known as the <strong>Sabatini Land<\/strong> with the aim of promoting the <strong>social, moral, and physical wellbeing of the people resident in the village of Datchet and the surrounding district<\/strong><strong>. <\/strong>The <strong>Sabatini Land is legally owned by the DRCCT<\/strong><strong>, <\/strong>and <strong>whatever is on the land belongs to the charity<\/strong>, including the Village Hall complex.
