&#8211; the Petition<\/u><\/strong><\/h3>\n<p><strong>The Wraysbury Drain (which dates back over 200 years) is mostly an open channel that has been blocked in some places for many years.\u00a0 The channel is approximately two miles long and runs from near Wraysbury Station to the Colne Brook which then enters the Thames downstream of Bell Weir.\u00a0 \u00a0This channel is a vital element of the land drainage infrastructure and is no longer fit-for-purpose.\u00a0 The Floods and Water Management Act 2010 makes the Royal Borough of Windsor and Maidenhead the authority responsible for &#8216;ordinary watercourses&#8217; including the Wraysbury Drain.\u00a0 RBWM has both permissive and enforcement powers (from FWMA 2010) but what action have they taken?\u00a0 Interestingly I suspect that the Wraysbury Drain was previously designated as a &#8216;critical ordinary watercourse&#8217; (i.e. <span style=\"color: #ff0000;\">liable to cause flooding)<\/span>.\u00a0 The EA planned to &#8216;enmain&#8217; the channel in 2004 but I do not believe that the &#8216;enmainment&#8217; actually happened.<\/strong><\/p>\n<p><strong>Please help by adding your name to the RBWM \u2018practice flood defence equality\u2019 petition which includes the Wraysbury Drain problem.\u00a0 \u00a0<span style=\"color: #ff0000;\">Please note that this petition is for RBWM residents only<\/span>.<\/strong><\/p>\n<p><strong>The petition was started on 19\/9\/2023 and reads as follows:<\/strong><\/p>\n<div id=\"mgPetitionStatement\"><strong class=\"mgSubSubTitleTxt\">We the undersigned petition the Royal Borough of Windsor &amp; Maidenhead to confirm their support for the equitable planning, construction, maintenance, and management of the existing and proposed land drainage infrastructure and unblock the Wraysbury Drain at Hythe End, which has not been dealt with, after having been reported to the previous Council Administration 4 years ago.<\/strong><\/div>\n<div id=\"mgPetitionJustification\">\n<p><strong>Datchet, Horton and Wraysbury are at severe risk of flooding at all times, the Jubilee River is used by the Environment Agency to protect Windsor, Eton and Maidenhead.<\/strong><\/p>\n<p><strong>The chance of flooding is rising, and we urge the new Council Administration of Windsor &amp; Maidenhead to demonstrate their commitment to the fair and effective planning, building, upkeep, and oversight of our current and future drainage systems, by firstly unblocking the Wraysbury Drain at Hythe End to protect the residents of Wraysbury.<\/strong><\/p>\n<\/div>\n<div id=\"mgPetitionDuration\">\n<p><span style=\"color: #ff0000;\"><strong>This ePetition closes on \/>\n<h3><strong><u>The River Thames Scheme\u00a0 Consultation &#8211; <span style=\"color: #ff0000;\">closes 4th March 2024<\/span><\/u><\/strong><\/h3>\n<p><strong>Please make the time to respond to the River Thames Scheme consultation.\u00a0 This is a big and expensive project.\u00a0 This is <\/strong><strong>your river, your environment and your money!\u00a0 You only have this one opportunity<span style=\"color: #ff0000;\"> available until 4<sup>th<\/sup> March 2024<\/span> to submit your views.\u00a0 <span style=\"color: #ff0000;\">Anybody can submit a response to the River Thames Scheme consultation.<\/span><\/strong><\/p>\n<p><span style=\"color: #0000ff;\"><strong><a style=\"color: #0000ff;\" href=\"https:\/\/www.riverthamesscheme.org.uk\/consultation\">https:\/\/www.riverthamesscheme.org.uk\/consultation<\/a><\/strong><\/span><\/p>\n<hr \/>\n<h3><strong><u>The River Thames Scheme\u00a0 Consultation &#8211; and &#8216;Channel One&#8217;<\/u><\/strong><\/h3>\n<p><strong>The River Thames Scheme project (including Channel One) was announced as <span style=\"color: #ff0000;\">fully funded in October 2019<\/span>.\u00a0 Total cost was about \u00a3650m.<\/strong><\/p>\n<p><strong>In July 2020 the Environment Agency scrapped &#8216;Channel One&#8217; from the River Thames Scheme project.\u00a0 <span style=\"color: #ff0000;\">The Environment Agency blamed RBWM<\/span> for not making the required &#8216;partnership funding&#8217; contribution.\u00a0 In fact RBWM repeatedly talked about \u00a310m when the required amount was \u00a353m.\u00a0 There was no consultation or debate at that time.\u00a0 The parishes were simply <span style=\"color: #ff0000;\">notified after the decision had been taken<\/span> that &#8216;partnership funding&#8217; was unaffordable and that <span style=\"color: #ff0000;\">Channel One had been scrapped<\/span>.\u00a0<\/strong><\/p>\n<p><strong><span style=\"color: #ff0000;\">(The &#8216;Partnership funding&#8217; policy created in 2011 refers to a mandatory financial contribution<\/span> collected from local authorities and businesses and put towards flood defence projects.)<\/strong><\/p>\n<p><strong>My personal view is \u2013 we have been unrepresented and quiet for too long.\u00a0 The RTS project lacks continuity and coherence.\u00a0 \u00a0We should cut our losses, <span style=\"color: #ff0000;\">scrap the entire RTS project<\/span> and reinstate Main River dredging now.<\/strong><\/p>\n<p><strong>You can have your say by responding to the River Thames Scheme mandatory consultation.\u00a0 <\/strong><strong>A list of the consultation event venues\/times can be
