RBWM Budget and DHEFIM Partnership funding?

Thank you for your email.  My concern today is that we appear to be in the process of history repeating itself.   The RTS Channel One was removed from the RTS project in July 2020 because RBWM made no provision for the Partnership Funding contribution.  RTS Channel One was then replaced with the DHEFIM project – but I have yet to identify any RBWM partnership funding contribution commitment.
My question is – who is responsible for ensuring that any mandatory partnership funding contribution towards a project is real,  allocated and secure prior to significant expenditure on project development?
I asked questions about RTS in 2019 but was deliberately kept in the dark by Councillors, Officers and EA employees.  I am now raising this question again in respect of DHEFIM partnership funding.

WRAYSBURY

The village name was traditionally spelt Wyrardisbury; it is Anglo Saxon in origin and means 'Wïgrǣd's fort'. Its name is recorded in the Domesday Book of 1086 as Wirecesberie and as Wiredesbur in 1195. The name is seen again as Wyrardesbury in 1422.
