This proposal breaks one of the major guidelines that the Planning authority itself claims to use: namely, that new developments should not fundamentally alter the housing density in the area concerned. This plan proposes 80 new households in two thirds of an area in which the remaining third of the area is currently occupied by ten dwellings. This gives a housing density of four times the existing density of the rest of the area in question.
