Extract from O&S Minutes: ‘…public bodies had a role in managing and reducing risk, [but] no authority had a legal duty to prevent flooding altogether. Therefore, residents remained ultimately responsible for protecting their own properties, and one aim of the Strategy was to help them do so through improved information, clearer processes and coordinated support.’
